The truth is that major insurance companies (many of them are incorporated in the NY State), had and still have the highest rating by estimates of major rating agencies. Decrease hereof was positively indispensable in the terms of fairness of financial showings — and practically absolutely impermissible, because it would by itself cause decrease of ratings of all securities risk hereunder were insured in such companies, and of the ones irrelevant to mortgage services.
